    Abstract

    Der neueste Kompromissvorschlag von Bert Rürup – ein überarbeitetes Gesundheitsprämienkonzept – sieht neben der Einführung einer Gesundheitsprämie von 169 – für Erwachsene auch eine reduzierte Prämie von 78 – für Kinder vor. Für die Finanzierung der sozialpolitischen Flankierung sollen neben der Besteuerung des auszuschüttenden Arbeitgeberbeitrags zur GKV entweder der Solidaritätsbeitrag oder die Mehrwertsteuer erhöht werden. Dadurch soll dem Umverteilungsgedanken Rechnung getragen werden. In der zum Teil sehr emotional geführten öffentlichen Diskussion geht es hauptsächlich um die Auswirkungen der Bürgerversicherung bzw. Gesundheitsprämie auf den Arbeitsmarkt und auf die soziale Umverteilung. Dabei wird fast vollständig vergessen, was der eigentliche Auftrag der Rürup-, aber auch der Herzog- und Nahles-Kommission war, nämlich die ?Nachhaltigkeit in der Finanzierung der Sozialen Sicherungssysteme?. Die Nachhaltigkeitswirkung der einzelnen Vorschläge ist Thema dieses Beitrags. Mit Hilfe der Generationenbilanzierung wird im Folgenden gezeigt, dass es den aktuellen Vorschlägen nicht gelingt, die gesetzliche Krankenversicherung (GKV) auf ein fiskalisch nachhaltiges Fundament zu stellen. Im Anschluss wird illustriert, wie ein wirkliches Mehr an Nachhaltigkeit in das System getragen werden kann, nämlich durch eine konsequente Reform der Ausgabenseite, die so genannte Freiburger Agenda. --
