Abstract

In kosten-batenanalyses worden de effecten rond ‘zachte’ aspecten als natuur en ruimtelijke kwaliteit doorgaans wel genoemd, maar niet altijd (allemaal) gemonetariseerd. Daardoor krijgt omgevingskwaliteit in het kosten/baten saldo en in de conclusies vaak onvoldoende gewicht. Dat kan niet alleen leiden tot een onvolledig beeld van de kosten en baten van projecten, maar ook van de kosten-baten methode zelf: deze wordt daardoor gezien als een aanpak die vooral om ‘harde’ effecten draait. Er is echter wel een verbetering zichtbaar in het meenemen van effecten op natuur en milieu in de kosten-batenanalyses, zowel in de methoden als in het aantal toepassingen.
