El funcionamiento del Senado Universitario triestamental y su efecto en la gobernanza universitaria: el caso del Senado de la Universidad de Chile

Abstract

Un elemento de los modelos bicamerales de gobernanza universitaria son los senados universitarios, organismos de carácter normativo que co-existen en paralelo con órganos ejecutivos (a diferencia de universidades unicamerales donde ambas funciones se reúnen en un único órgano superior). Este trabajo analiza en perspectiva comparada la institucionalidad y organización del Senado de la Universidad de Chile y examina su desempeño en diversas dimensiones en años recientes. Los resultados sugieren que el Senado posee más atribuciones que gran parte de la experiencia comparada de países desarrollados. Por otra parte, su composición se caracteriza por una menor representación relativa de académicos, una mayor representación de estudiantes y personal de colaboración, y ausencia de otros estamentos observados en la experiencia comparada de países desarrollados, en particular de egresados, autoridades ejecutivas de la universidad (designadas ex officio) y representantes del gobierno y la sociedad civil. Este trabajo también señala importantes limitaciones en el funcionamiento, desempeño y productividad del Senado, de manera consistente con la evidencia que reporta parte importante de la literatura especializada. Nuestro trabajo sugiere que dichas deficiencias se relacionan con i) diversos problemas de diseño y organización del Senado, ii) ambigüedad (jurídica y en la práctica) respecto de sus atribuciones, iii) fricciones estructurales con otros órganos superiores de la universidad y iv) falta de valoración y reconocimiento del Senado por parte de otros órganos superiores y de la comunidad universitaria en general, en un marco de baja adhesión y representatividad electoral de sus miembros.
