L’accès à l’emploi après un CAP ou un baccalauréat professionnel : Une évaluation expérimentale

Abstract

Cette étude mesure et compare, toutes choses étant égales par ailleurs, les rendements sur l'accès à l'emploi de deux diplômes de la voie professionnelle : le Certificat d'Aptitude professionnelle (CAP) et le baccalauréat professionnel. L'évaluation est réalisée sur des données expérimentales construites à l'aide d'une campagne de testing menée entre avril et juillet 2011 dans la région Ile-de-France. Trois profils de candidatures fictifs ont été construits de toutes pièces et envoyées en réponse aux mêmes offres d'emploi. Ils sont similaires en tout point à l'exception du diplôme : un candidat est titulaire d'un CAP, un autre d'un baccalauréat professionnel, un troisième fait mention de ces deux diplômes dans sa candidature. Dans les trois cas, les diplômes ont été obtenus la même année par la voie scolaire dans un lycée professionnel. Les trois candidats partagent par ailleurs les mêmes caractéristiques individuelles et productives. Deux professions en tension ont été examinées : les plombiers dans le secteur du bâtiment et les serveurs dans la restauration. 584 offres d'emploi localisées en Ile-de-France ont été testées, ce qui correspond à l'envoi de 1752 candidatures fictives. L'utilisation de données expérimentales de testing permet de comparer les effets des diplômes sur les chances d'obtenir un entretien d'embauche, en l'absence de biais de sélection, d'effets de réseau ou d'hétérogénéité inobservée. Les résultats de ce testing montrent que le rendement d'un baccalauréat professionnel n'est pas supérieur à celui d'un CAP. Au contraire, dans les deux professions testées, les employeurs valorisent davantage un candidat titulaire d'un CAP, toutes choses égales par ailleurs, alors que ce diplôme est de niveau inférieur au baccalauréat. De surcroît, un candidat diplômé d'un CAP n'a pas plus de chances d'accéder à l'emploi s'il a poursuivi sa formation initiale par un baccalauréat professionnel.
