Abstract

À l’occasion du « Grenelle de l’environnement », la France a affiché volonté nouvelle et forte en matière de lutte contre le changement climatique. Si le gouvernement a l’intention de la mettre pleinement en œuvre, il lui faut dès à présent introduire dans la fiscalité française un instrument puissant d’orientation des choix de production et de consommation qui incite les agents économiques, privés et publics, consommateurs, producteurs et administrations publiques, à s’engager sans tarder dans une véritable transformation structurelle de l’économie nationale. Selon l’option et les modalités retenues, les recettes de cette nouvelle fiscalité environnementale pourraient être différentes, mais il est essentiel, pour que l’effet recherché soit atteint, qu’elle représente sensiblement plus que le montant actuel de l’ensemble des « taxes environnementales », qui pourrait être doublé. L’option que nous privilégions est une taxe sur le carbone ajouté (TCA) qui doit s’inscrire dans une refonte de la structure de la fiscalité qui vise l’objectif prioritaire d’encourager la transition rapide vers une économie à « basse intensité en carbone ».
