Les indicateurs d'inégalités relatives sont-ils biaisés ?

Abstract

La question des inégalités est revenue au cœur des préoccupations des économistes. L’évolution, les causes, les conséquences sont amplement discutées et débattues. Étrangement, les questions de mesure semblent aujourd’hui relativement consensuelles[1]. Les économistes travaillant sur les inégalités utilisent à tour de rôle l’indice de Gini de revenu disponible, la part du revenu détenue par les 10% les plus aisés, le ratio inter-décile, … Toutes ces mesures ont pour caractéristique d’être relatives : si l’on multiplie par 10 le revenu de toute la population, l’indicateur n’est pas modifié. C’est le rapport de revenus entre les plus aisés et les moins aisés qui compte. Peut-on mesurer les inégalités et leur évolution autrement ?
