Abstract

1La crise grecque illustre bien les tâtonnements de la gouvernance budgétaire en zone euro. Elle a servi de catalyseur à la prise de conscience que l’intégration budgétaire était incomplète et a entraîné le passage d’une gouvernance inachevée et peu respectée à la mise en place de mécanismes institutionnalisés de solidarité budgétaire. Cette évolution nécessaire s’est malheureusement accompagnée d’une stricte orthodoxie budgétaire et de la mise en place de politiques d’austérité dont l’effet récessif drastique a miné l’économie grecque, sans pour autant résoudre le problème de l’endettement public. Cinq années plus tard, les plans d’ajustement se succèdent, mais les leçons ne semblent pas avoir été tirées des erreurs passées.
