Abstract

La baisse des impôts est devenue un des objectifs centraux de la politique budgétaire du gouvernement. Elle serait rendue possible par une gestion rigoureuse des dépenses publiques, la baisse des taux d’intérêt et surtout la reprise de la croissance. Ainsi pourrait être effacée la hausse du taux de prélèvement obligatoire, qui est passé de 42,7 % en 1992 à 45,7 % en 1999. Si la phase actuelle de croissance se maintient, la marge disponible chaque année se situerait entre 35 et 55 milliards de francs (de 0,4 à 0,6 point de PIB), de sorte qu’il serait possible de procéder à une réforme fiscale d’ampleur. Le risque est celui d’une succession d’ajustements à la marge, sans plan d’ensemble. Peut-on mieux faire ? Quelles sont les réformes les plus souhaitables ? (...).
