Abstract

Historique ? Selon le Commissaire européen à l’agriculture, Franz Fischler, l’accord signé le 26 juin 2003 au terme d’une nuit de marchandages harassants, après des semaines de blocage dû au refus du gouvernement français d’accepter toute réforme de la Politique agricole commune (PAC) avant l’échéance prévue (2006), marque le « début d’une ère nouvelle ». Conclu in extremis, avant la fin de la présidence grecque de l’Union européenne (UE), dans le dos des nouveaux adhérents, mis devant un fait accompli alors qu’ils croyaient avoir gagné une longue négociation, et à quelques mois de l’ouverture, à Cancun (Mexique), d’une nouvelle conférence ministérielle de l’Organisation mondiale du commerce (OMC) censée faire avancer le dossier de la libéralisation du commerce international de produits agricoles et agro-alimentaires, le compromis européen marque-t-il vraiment l’avènement d’une politique agricole nouvelle, pour le plus grand bénéfice des agriculteurs, des consommateurs et contribuables européens, et du reste du monde, notamment des pays les plus pauvres, comme le prétend le communiqué triomphal du Commissaire Fischler ? (...).
