Aboriginal Fishing Rights and Salmon Management in British Columbia: Matching Historical Justice with the Public Interest

Abstract

This paper proposes a salmon management strategy for the dual purpose of strengthening the economies of First Nation river communities and substantially increasing the production of salmon from the Fraser and Skeena watersheds for the benefit of all stakeholders. This would involve an initial transfer of a modest share of the salmon harvest from the mixed-stock commercial sea fisheries to the Aboriginal river fisheries to improve stock-specific spawning escapements significantly.
