[On social standards and normatives of budget financing of culture]

Abstract

Автор отстаивает позицию, согласно которой общество ответственно за сохранение накопленного культурного потенциала, а государство обязано поддерживать культуру, обеспечивая ее необходимыми финансовыми ресурсами. Представлена концепция социальных стандартов и нормативов бюджетного финансирования культуры, основанная на междисциплинарном подходе. По мнению автора, данный подход позволил обосновать необходимость государственной поддержки культуры и предложить конкретные методики для расчета нормативов бюджетного финансирования, базирующиеся на стратегических представлениях общества о целесообразных масштабах и структуре культурной деятельности. The author maintains an attitude according to which it is accepted that society is responsible for the safety of the stored cultural potential and it is postulated that the state should support culture, providing it with the necessary financial resources. The concept of the social standards and normatives of budget financing of culture, based on multidisciplinary approach, is presented. In the author's opinion the approach enabled to prove the necessity of state support of culture and to propose the methodologies for calculation of the normative of budget financing, based on the strategic conceptions of society about expedient scales and structure of cultural activity.
