Abstract

Il est aujourd’hui admis que notre système de retraite est en crise et que cette crise est due à l’action conjointe du vieillissement démographique et du financement par répartition. Il serait possible d’agir sur les paramètres clés du système pour l’adapter à l’évolution du rapport cotisants/ retraités. Un relèvement de l’âge de retraite s’imposerait comme une solution raisonnable. Et pourtant, alors même que la longévité augmente et que l’état de santé des personnes âgées s’améliore, on assiste au développement de programmes— préretraites, assurance invalidité, assurance chômage, retraites anticipées— qui conduisent à une chute de l’âge e¤ectifde départà la retraite. Il importe donc de démonter progressivement cet arsenal de programmes poussant à la cessation d’activitéà des âges deplus en plus bas.
