Social policy on peripheral territories. Actual problems

Abstract

This work reveals problems of providing of social service in places which can be identified as «Russian remote places», particularly on peripheral territories that are characterized by intensive processes of depopulation. Population outflow, degradation of human capital, aging of staff in social sphere - all these processes need a special approach to organization of providing of social service. On federal level these features often don’t count and it places strict barriers on the way of optimization of social expenses on such territories. This work is based on survey of the peripheral territories of Tomsk, Vologda, Kostroma and Perm regions.
