Mecanismos de Governance del Mercado Eléctrico Argentino Análisis crítico y comparación internacional

Abstract

La separación vertical y horizontal de la industria eléctrica es un ejemplo radical de cambios en la estructura de un mercado a fin de posibilitar la competencia y minimizar la carga regulatoria. La organización sectorial tradicional del sector eléctrico se basa en empresas monopólicas verticalmente integradas responsables de la totalidad del proceso productivo. Bajo este esquema la generación, el transporte, la distribución y la comercialización quedan en manos de una única empresa que en muchos casos era incluso responsable de fijar las políticas sectoriales. Esta organización responde por un lado a la existencia de monopolios naturales en algunas de las etapas (transporte y distribución) y por el otro a la fuerte necesidad de coordinación entre etapas característica de las tecnologías dominantes en estos sectores.
