Reformas en la Industria de las Telecomunicaciones en Argentina

Abstract

En este trabajo, analizamos la evolución de las reformas en telecomunicaciones en Argentina desde el inicio de la privatización, con especial énfasis en la última etapa anterior a la apertura administrada de 1999. Los elementos más destacables de estas reformas en un contexto de exclusividad, están ligados a la evolución de las inversiones y el crecimiento de las redes instaladas y su actualización tecnológica. Como punto débil, debe destacarse el diseño del organismo regulador y los constantes cambios a los que fue sometido que han impedido un seguimiento más estricto de su función de control. El trabajo concluye con una evaluación preliminar de los cambios más recientes que involucran un marco de competencia más amplio.
