Abstract

The development of a modern economy based on high scale appliance of the most recent science and techniques in all the activity domains, assurance of a fast progress for the society are without any doubt connected with the human resources. Without ignoring the importance of the material investments, it is necessary to mark the working force importance and the creation as essential factor for the economic development in the conditions of the modern technical progress.
