Le processus d'intégration économique des pays ACP : de la convention de Lomé à la convention de Cotonou

Abstract

L’Accord de Cotonou, signé le 23 juin 2000, pour favoriser le partenariat entre l’Union Européenne et les pays d’Afrique, les Caraïbes et les pays du Pacifique (ACP) est de toute autre nature que les Accords de Lomé, qui n’ont par ailleurs donné aucun résultat réel concernant le développement et l’émancipation économique et politique des pays pauvres. Les avantages (appauvrissants) du système préférentiel de Lomé instauré entre l’Europe et les ACP sont critiqués par les politiques libéraux. Les Accords de Cotonou adaptent les rapports Nord-Sud aux exigences de l’Organisation mondial du commerce : priorité aux investissements étrangers privés, ouverture à la concurrence, adoption des normes techniques et industrielles, intégration progressive des APC dans l’économie mondiale avec pour conséquence une marginalisation encore plus forte des populations locales qui seront de plus en plus dépendantes de l’aide alimentaire, sanitaire et technique des pays riches. The Cotonou agreement concluded the 13 of June 2000, in order to facilitate the partnership between European countries and African countries, Caraïbes and Pacific countries (ACP) is very different from the Lomé agreements, which by another way, did not give any real results concerning development and economic and political emancipation of poor countries. The advantages (impoverishing) of the preferential system of Lomé established between Europe and ACP countries are critizised by liberal politicians. Cotonou agreements adapt North-South relations to the World Trade Organization writings : priority to private foreign investments, opening to competition, adoption of technical and industrial standards, progressive integration of ACP in the global economy with, as a consequence, a growing exclusion of local populations which will be more and more dependant from alimentary, medical and technical assistance of rich countries.
