Avantages et limites de l'utilisation du réseau coopératif comme intermédiaire dans la certification environnementale des exploitations agricoles

Abstract

Dans une première partie, l'auteur rappelle brièvement les principes de la certification ISO 14001. La Fédération Nationale des Coopératives d'Utilisation de matériel Agricole (FNCUMA) est engagée depuis 1998 dans une expérimentation visant à adapter la procédure de certification à la fonction technique des CUMA. Dans ce cadre, les fédérations jouent le rôle de structure intermédiaire en accompagnant les coopératives. Dans une deuxième partie, il montre à travers l'expérience d'une CUMA des Hautes-Pyrénées que le conseil technique et organisationnel est séparé du conseil règlementaire. Le premier est assuré par les fédérations tandis que le second relève de la compétence d'un bureau d'étude associé. Seule la certification du bureau d'étude associé semble pertinente pour ne pas détourner la fédération de sa fonction d'accompagnement des coopératives qui fonde sa légitimité. Dans la troisième partie, il montre qu'en raison d'un apprentissage technique collectif effectif, la CUMA a un rôle de conseil technique auprès des exploitations adhérentes. En revanche, dans un contexte de divergences des projets des agriculteurs, le conseil en organisation interne des exploitations est une mission de développement que les coopératives ne peuvent pas accomplir à elles seules en raison du caractère non déterminant du système technique sur les projets privés. Finalement, une architecture du dispositif tenant compte de ces différentes observations, est proposée.
