La globalización y la migración están transformando la ciudadanía en la medida en que transforman el Estado. El modelo clásico que concibe la ciudadanía como una membrecía exclusiva a un estado particular ha sido cuestionado por la reciente ola de migración la cual ubica a los migrantes en la intersección entre la extensión de derechos ciudadanos a los nacionales en el extranjero por parte de los países emisores y la atribución de derechos que hace el país receptor a sus inmigrantes.
