In spite the notorious advances made by some countries in order to achieve the Millennium Development Goals promoted by the UNDP, the advance within the countries, particularly in their different regions is unknown. This report pretends to show a base line of this project for the Bolívar department, and suggest some policy advices in order to achieve the 2015 goals.
