Abstract

These notes are a summary of the main ideas, questions and interpretations raised by experts at the “Roundtable fifteen years of the National Environmental System (SINA): evaluation and perspectives”, with the active participation of Minister Juan Lozano and the Vice Minister Claudia Mora, around a central aspect: the analysis of the environmental governance of the Colombian State and its limitations, in contrast to the expectations generated by the ambitious institutional reform which gave rise to the SINA. Estas notas presentan una síntesis de los principales planteamientos, interrogantes e interpretaciones planteadas por los expertos en la mesa dedicada a los Quince años del Sistema Nacional Ambiental (SINA): Evaluación y Perspectivas, con la activa participación del ministro Juan Lozano y la viceministra Claudia Mora, alrededor de un aspecto central: el análisis de la gobernabilidad ambiental del Estado colombiano y de sus limitaciones, en contraste con las expectativas generadas por la ambiciosa reforma institucional que dio origen al SINA.
