Grundeinkommen und Arbeitsangebot: Die Perspektive Deutschlands

Abstract

Dieses Papier beschäftigt sich mit den Auswirkungen der Einführung eines Grundeinkommens auf das Arbeitsangebot. Untersucht werden sowohl das deutsche Wohlfahrtssystem als auch das Steuer- und Sozialabgabensystem. Die Ergebnisse verdeutlichen, dass ein entscheidender Vorteil einer Grundeinkommenspolitik die Abschaffung der sogenannten Arbeitslosenfalle ist. Um vor diesem Hintergrund mögliche Arbeitsangebotsreaktionen darzustellen, verwenden wir das neoklassische Arbeitsangebotsmodell. Wir vergleichen die Auswirkungen der Einführung eines Grundeinkommens auf Individuen mit unterschiedlichen Präferenzen für Konsum und Freizeit. Gezeigt wird, dass das Grundeinkommen die Partizipationsrate auf dem Arbeitsmarkt im neoklassischen Arbeitsangebotsmodell ohne intrinsische Arbeitsmotivation erhöht. Darüber hinaus werden Beschäftigte teilweise dazu angereizt, ihr Arbeitsangebot zu erhöhen. Ein Grundeinkommen würde daher nicht nur die Arbeitslosigkeit verringern, sondern könnte auch das Ausmaß der Beschäftigung vergrößern.
