Gibt es eine neue Gastarbeit? Arbeitsmigranten aus Mittel- und Osteuropa in Deutschland, 1991-2001

Abstract

Vor dem Hintergrund der erheblichen Wohlfahrtsunterschiede zwischen Ost und West und der politischen Transformation in Mittel- und Osteuropa (MOE) entwickelte sich seit dem Ende der achtziger Jahre eine neue Arbeitsmigration nach Deutschland. Die Arbeitswanderungen aus Mittel- und Osteuropa werden im Rahmen bilateraler Verträge und strikter Zuwanderungsbedingungen kontrolliert und in den meisten Fällen auf einen kurzen Zeitraum begrenzt. Während die legale temporäre Arbeitsmigration aus Mittel- und Osteuropa allem Anschein nach kein gravierendes Problem für den deutschen Arbeitsmarkt darstellt, ist davon auszugehen, dass die illegale Beschäftigung mittel- und osteuropäischer Arbeitnehmer in den betroffenen Regionen und Sektoren den Lohndruck und das Beschäftigungsrisiko für heimische Arbeitnehmer erhöht.
