Energiepreisschock in der Ukraine : Aufregung um nichts?

Abstract

Im Zeitraum 2005 - 2008 musste die ukrainische Wirtschaft eine Verdreifachung des Gaspreises verkraften. Die Erfahrungen der Ölkrise in den siebziger Jahren legen nahe, dass der Energiepreis-schock auch in der Ukraine einen Wachstumseinbruch bei hoher Inflation auslöst. Bisher erwies sich die ukrainische Wirtschaft jedoch erstaunlich widerstandsfähig. Trotz steigender Lohnstückkosten und realer Aufwertung wuchs die Wirtschaft mit 7%. Dies wurde möglich durch steigende Exportpreise, neue Finanzquellen für das Leistungsbilanzdefizit und beginnende Energieeinsparungen. Da die bisherigen Kompensationsmöglichkeiten, mit Ausnahme der Energieersparnis, bereits weitgehend aus-genutzt sind, werden in Zukunft die klassischen Politikmaßnahmen wie Lohnzurückhaltung, restriktive Budgetpolitik und flexiblere Wechselkursgestaltung an Bedeutung gewinnen.
