Promouvoir l'efficacité et le professionnalisme dans la fonction publique

Abstract

Le présent rapport a pour objet les pratiques relatives à la gestion des ressources humaines dans quatre pays d’Europe centrale et orientale : l’Albanie, l’Estonie, la Hongrie et la Pologne. L’étude est fondée sur des informations disponibles en 1996. Depuis lors, des changements importants ont eu lieu pour le moins dans deux de ces pays. En Pologne, une nouvelle Loi sur la Fonction publique est entrée en vigueur en janvier 1997 (certaines dispositions sont entrées en vigueur 30 jours après la promulgation de la loi). En Albanie, la situation actuelle de l’administration publique est difficile à appréhender depuis les récents désordres politiques. En 1996, alors que ce rapport était en cours de préparation, une législation sur la fonction publique était en vigueur en Albanie, en Estonie et en Hongrie. En Pologne, l’emploi dans l’administration publique était encore régi par la loi de 1982 sur les fonctionnaires.
