Abstract

Cet examen présente une nouvelle approche en ce qui concerne le concept de la famille dans les pays en voie de développement. Cette nouvelle approche prend notamment en compte de nombreuses contraintes familiales auxquelles les membres d’un ménage sont soumis. Cela permet de mieux analyser l’impact des structures familiales et des transferts intrafamiliaux sur l’épargne et l’investissement si décisifs pour la croissance et la réduction de la pauvreté. L’analyse révèle que les structures familiales peuvent entraîner des comportements opportunistes qui entravent l’épargne et l’investissement des ménages. Mais par ailleurs elles représentent aussi souvent le seul système de protection sociale pour les plus pauvres. Le défi politique est d’anticiper la réponse des ménages aux politiques visant à accroître l’épargne et l’investissement lorsqu’ils sont soumis à des contraintes institutionnelles fortes. This study shows a new approach concerning the concept of family in developing countries. This new approach notably takes into account numerous family related constraints placed upon members of a household. This allows us to analyse more effectively the impact of family structures and intra-family money transfers on saving and investment, which are important factors for growth and poverty reduction. The study revealed that these family structures can lead to opportunistic behaviour which can hinder saving and investment within households, but they also often provide the only social protection for some of the poorest people. The challenge for politicians will be to anticipate the response from households faced with policies to increase saving and investment when they are subject to such strong institutional constraints.
