Urban Credit Co-Operatives in China

Abstract

This Technical Paper is a study of the working of urban credit cooperatives in China. It begins by putting the German, French, US and Japanese experiences into perspective, before constructing a macroeconomic analysis of the operation, institutional context and the role of urban credit co-operatives within the savings and credit systems. A survey of 57 cooperatives in eight Chinese towns is used to study credit co-operative activities at the micro-economic level. The survey shows that within their heterogeneity the credit co-operatives generally ignore the laws governing banking operations. Unsurprisingly, the most profitable are located in the fast-growing coastal regions, but they tend to use a large proportion of their funds for loans to the state, rather than the co-operative, sector ... Ce document technique étudie le fonctionnement des coopératives de crédit urbaine en Chine. Il s’appuie tout d’abord sur une mise en perspective par rapport à l’expérience de l’Allemagne, de la France, des États-Unis, du Japon, et de plusieurs pays en développement. Il comporte ensuite une analyse macro-économique du fonctionnement, de la réglementation et du rôle des coopératives de crédit urbaine dans les circuits de collecte d’épargne et de crédit. Enfin, il étudie au niveau micro-économique les activités des coopératives de crédit, à partir d’une enquête réalisée auprès de 57 coopératives dans huit villes chinoises. Cette enquête permet de montrer que les coopératives de crédit ne respectent en général pas la législation bancaire. Elle permet aussi de détecter l’existence d’une grande hétérogénéité.
