Un nuevo enfoque teórico en el análisis de la regulación industrial: La política de costes de transacción

Abstract

La valoración de las estrategias empresariales en el seno de una industria regulada implica disponer de un importante conocimiento del proceso de creación de las normas que necesariamente se tienen que cumplir. Sin embargo, estas fuerzas externas -regulaciones- no tienen, exclusivamente, un carácter exógeno sino que se conforman en torno a heterogéneos factores como son las características transaccionales, el interés público del regulador, el marco institucional, así como los intereses de los grupos implicados en la industria. De este modo, las regulaciones resultantes tendrán la consideración de formas de gobierno heterogéneas, resultado de un proceso de negociación entre las fuerzas anteriores, creadas de forma específica sobre cada transacción intervenida.
