Análisis del gasto público municipal en infraestructura básica. Mar del Plata 1996-2006

Abstract

La investigación de la ejecución del Gasto Público en infraestructura básica y la evolución que ha seguido durante los últimos años, permite analizar la dinámica de las políticas en relación con su contribución al desarrollo, tanto desde la dimensión socioeconómica como desde la urbano-ambiental, brindando una herramienta más para el conocimiento de la realidad local, siendo el propósito encontrar interrelaciones relevantes a la hora de valorar las políticas del gobierno municipal. En el periodo analizado, el Gasto en Infraestructura Básica (en agua, cloacas y pavimentos) presenta un comportamiento procíclico recuperando, hacia el final del periodo, valores semejantes a 1996, con participaciones levemente inferiores al 4% del Gasto Municipal Total. Si bien en promedio las áreas urbanas reciben una mayor participación de la infraestructura básica, el mismo avance del tendido de redes de agua y cloacas genera que su participación disminuya, en beneficio de las áreas periurbanas. La alta valoración de estos servicios por parte de la comunidad, así como los beneficios desde el punto de vista sanitario, urbano ambiental, ecológico, etc. que generan estas obras en la calidad de vida, así como su efecto redistributivo, repercute en que el Gasto en Infraestructura Básica se constituya en una herramienta central, tendiente al Desarrollo, de la que disponen los gobiernos locales.
