El acuerdo general sobre el comercio de servicios: interrogantes acerca de su impacto sobre la universidad argentina

Abstract

Las tendencias a la liberalización del comercio, que desde hace aproximadamente dos décadas se vienen imponiendo en un espectro cada vez más amplio de rubros, parecen extenderse ahora a los ámbitos culturales y educativos. El Acuerdo General sobre el Comercio de Servicios (AGCS) es la principal herramienta jurídica a través de la cual se pretende incorporar la lógica del mercado al área de la educación. Esta perspectiva abre múltiples interrogantes y genera diversas reacciones, tanto favorables como adversas. Lo que para algunos implica la posibilidad de un fluido intercambio cultural entre naciones, junto con una asignación más eficiente de recursos y un mejoramiento de la calidad de la enseñanza, para otros no es más que la pérdida de un derecho social en beneficio del capital privado, cuya más dramática consecuencia es el avasallamiento de los patrimonios culturales de los países en vías de desarrollo. Esta es la cuestión de fondo que subyace tras la discusión sobre qué postura se debe tomar ante el avance aparentemente inexorable de las presiones mercantilistas plasmadas en el AGCS.
