Faut-il décourager le découplage ?
Abstract
L'idée de l'impossibilité d'un découplage absolu entre la croissance économique et son impact environnemental occupe le coeur de la démonstration de l'ouvrage récent du chercheur britannique Tim Jackson, Prospérité sans croissance. Après avoir mis en lumière certaines limites empiriques de la démonstration de Jackson, cet article insiste sur l'importance du concept de découplage comme instrument de la transition écologique des économies, en particulier dans l'Union européenne. À l'aune de l'expérience européenne de découplage absolu entre croissance économique et émissions de gaz à effet de serre, une distinction importante est introduite, non seulement entre découplage absolu et relatif, mais surtout entre découplage brut et net. L'article élargit ensuite la question du découplage européen à l'enjeu des pollutions atmosphériques et des ressources naturelles pour conclure à la nécessité de définir et de percevoir le découplage dans toutes ses dimensions.Download Info
