    Abstract

    En adoptant une monnaie commune, les membres de la zone euro ont choisi de déléguer leur politique monétaire à une banque centrale indépendante dont l'objectif principal était de garantir la stabilité des prix. En écartant définitivement les possibilités de dévaluation compétitive au sein de la zone, l'unification monétaire favorise la convergence des prix entre les États membres. Pour autant, si la création de l'euro a bien permis de réduire la volatilité des taux de change réel, les indicateurs de compétitivité des États membres ont divergé au cours des dernières années, principalement du fait des stratégies différentes en matière de compétitivité. Dans la course à la compétitivité, l'Allemagne a incontestablement marqué des points. Cela lui a permis de gagner des parts de marché, principalement réalisées à l'intérieur de la zone, provoquant une forte redistribution des cartes. Mais plus qu'une finalité, la compétitivité n'est qu'un moyen parmi d'autres d'atteindre une croissance plus élevée. Et en adossant son commerce extérieur sur la contraction des salaires plutôt que sur une politique d'innovation active et de productivité, l'Allemagne n'a pas surpassé ses partenaires européens en termes de croissance.
