Since the decade of the eighties the concept of development has undergone a change from economic growth to human development. Human resources are at the core of the concept. Education and health are accorded high priorities in almost all the developing countries including India. In this paper an attempt is made to find out how investments in human resources can be instrumental in achieving a higher state of human development, demographic transition and economic growth, with the help of a social sector model for India.
