Abstract

Dans Cet Article, a L'aide D'un Modele Ferme de Simulation, Nous Indiquons Que Dans la Mesure Ou les Menages Ne Font Qu'une Excompte Partielle des Taxes Futures et de la Dette Publique, une Augmentation du Deficit Budgetaire Engendre a Long Terme un Important Effet D'eviction de Ressources. de Facon Plus Specifique, Nous Analysons Ici la Question de la Vitesse a Laquelle des Autorites Prennent des Mesures Pour Reduire le Deficit. les Resultats Montrent D'abord Qu'une Reduction Sensible de la Vitesse D'intervention du Gouvernement Ne Change Pas de Facon Appreciable le Processus de Convergence Vers un Regime Stable de Croissance Equilibree. Toutefois, les Resultats Permettent Ausssi de Montrer Que le Retard a Agir Comporte un Cout Important En Terme de Reduction du Potentiel de Production a Long Terme et Aussi En Terme des Couts a Etre Supportes Par les Contribuables. les Avantages de Courte Periode a Retarder L'intervention Apparaissent Bien Inferieurs aux Couts a Supporter a Long Terme. Ces Resultats Appuient la Notion de "Prudence Fiscale". Parce Qu'on a Notamment Surevalue la Croissance du Potentiel de Production au Canada, on Peut Affirmer Expost Que le Gouvernement Federal N'a Pas Fait Preuve de Prudence Fiscale aux Cours des Annees 80.
