The purposes of this paper are to trace the evolution of research planning in Africa over the past decade and to analyze its intermediate impacts. The specific objectives are to: (1) review the approaches and methods used to carry out research planning and priority setting activities; and (2) assess the experiences of selected countries in research planning and priority setting.
