Abstract

O desafio está em como planificar a pesquisa agrícola como um insumo estratégico para promover um crescimento económico alargado, transformação estrutural e segurança alimentar nas economias de África que, embora estejam cada vez mais orientadas para economias de mercado, são ainda frágeis. O processo de planificação da pesquisa agrícola terá três características distintas - 1) uma visão que reconheça a ligação entre pesquisa e transformação agrícola, incluindo maior especialização e produtividade agrícolas através da aquisição de insumos melhorados provenientes do resto da economia, em troca de produtos agrícolas. Isto implica a necessidade de 2) uma estratégia que garanta a coerência e complementaridade entre mudanças tecnológicas e melhoramentos nas instituições e políticas necessárias para fomentar maior integração e transacções dentro da economia, e 3) tácticas, que são o desenvolvimento de planos de acção viáveis, que reúnam clientes de pesquisa e participantes.
