Abstract

Le défi est de concevoir la recherche agricole comme un intrant stratégique qui encourage une croissance économique à base élargie, la transformation structurelle de l'économie et la sécurité alimentaire dans des économies africaines de plus de plus orientées vers la production pour la commercialisation mais qui restent encore fragiles. Un processus de conception de la recherche agricole comme intrant stratégique aurait trois caractéristiques distinctes : (1) une vision qui reconnaît le lien entre la recherche et la transformation de l'agriculture et qui implique un accroissement de la spécialisation et de la productivité de l'agriculture grâce à l'acquisition d'intrants scientifiques développés par le reste de l'économie en échange de produits agricoles. Ceci implique la nécessité 2) d'une stratégie qui assure consistance et complémentarité entre le changement technologique et l'amélioration des institutions et des politiques nécessaires à l'encouragement d'une meilleure intégration et d'échanges au sein de l'économie et (3) de tactiques pour le développement de plans d'action réalisables, qui rapprochent les clients et les intéressés de la recherche.
