Abstract

La perception actuelle de l’impact du développement et du transfert de la technologie (DTT) est souvent négative, en ce qu’elle décrit un nombre limité de relations entre le DTT et les activités créatrices de revenu. Afin de dégager les informations nécessaires aux décisions d’investissement dans le DTT, l’USAID a fait exécuter une série d’études visant à évaluer les effets du DTT sur les populations en Afrique subsaharienne et son incidence au niveau national. Le Colloque sur l’impact de la technologie sur la transformation de l’agriculture en Afrique subsaharienne, financé par AID/AFR/ARTS et AID/RD/EID dans le cadre des Accords de coopération de l’Université d’Etat du Michigan en matiére de sécurité alimentaire, organisé à Washington, D.C. du 14 au 16 octobre 1992, avait pour objectif de faire connaitre les résultats de ces évaluations pertinentes. L’un de ses principaux objectifs était de présenter des preuves visant à confirmer ou à contredire la perception selon laquelle les résultats obtenus par le DTT sont insuffisants pour justifier le maintien du financement, l’objectif secondaire étant d’évaluer la mesure dans laquelle les instruments analytiques disponibles pour permettre l’évaluation de l’impact sont adéquats.
