Abstract

Bu yazý, Türkiye yükseköðretim sistemine iliþkin tartýþmalar çerçevesinde sistemin temel yapýsal özelliklerini ana hatlarýyla deðerlendirmekte ve sistemin son yýlardaki hýzlý geniþlemesine ve karmaþýk yapýsýna dikkat çekmektedir. Sistemin hedefleri arasýndaki çeliþkilere iþaret edilmekte, karþýlaþtýðý kimi temel sorunlar ana hatlarýyla incelenmekte ve çözümlerine yönelik olarak öneriler geliþtirilmektedir. Sorunlar arasýnda, fýrsat eþitsizliði, sistemin tek merkezden yönetilmesi, kendi içinde etkileþen bir akademik topluluk oluþturma güçlükleri ve araþtýrma gündeminin yerel anlamlýlýk yörüngesine oturtulamamasý ön plana çýkarýlmaktadýr. Nicel hedeflere yönelimin nitelik üzerinde çeþitli alanlarda yarattýðý olumsuz etkiler sistemin bugünkü hedeflerinin baþlýca çeliþkisi olarak deðerlendirilmektedir. Yükseköðretim sistemini oluþturan kuruluþlarýn hedefleri açýsýndan farklýlaþtýrýlmasý, sistemin bu farklýlaþma doðrultusunda ve bugünkü karmaþýk yapýnýn ortaya çýkardýðý yönetim güçlükleri karþýsýnda yeniden yapýlandýrýlmasý ve fýrsat eþitliðine, akademik özgürlüklere duyarlý, toplumla daha yakýndan iliþkili, eðitim süreçleri iþgücü piyasalarýyla, araþtýrma gündemi toplumsal sorunlarla daha yakýndan iliþkilendirilmiþ bir akademik ortamýn oluþturulmasý çalýþmada geliþtirilen öneriler arasýnda yer almaktadýr.
