Abstract

Die Kosten von 36 klassischen Riester-Rentenversicherungen werden anhand von Kostenkennziffern für verschiedene Sparertypen und Verzinsungsannahmen in den unterschiedlichen Phasen der Vertragslaufzeit miteinander verglichen. Es gibt sehr günstige und sehr teure Verträge. Die große Kostenspannweite könnte in Zusammenhang mit den komplizierten Kostenstrukturen und mangelnder Transparenz der Kosten von Riester-Verträgen stehen. Die Zulagen werden keinesfalls immer von den Kosten aufgezehrt. Die Belastung der Zulagen mit zulagenspezifischen Kosten kann aber bis zu 24% betragen. Unterschiedliche Charakteristika der Riester-Sparer, wie beispielsweise Einkommen, Zulagenhöhe und Vertragsdauer können die Kostenkennziffern beeinflussen und die Rangfolge der Verträge nach der Kostenhöhe verändern. Die Sensibilität der Kostenkennziffern – auch die der Kostenquote – hinsichtlich der unterstellten Verzinsung erweist sich bei Betrachtung der 36 realen Verträge als relativ gering. Die Diskussion um die richtige Kostenkennziffer ist weitgehend obsolet, da die beiden gängigen Kennziffern Kostenquote und Renditereduktion für einen beliebigen Sparertyp zur gleichen Rangfolge der Verträge führen. Das Altersvorsorge-Verbesserungsgesetz geht mit der geplanten Vereinfachung der Kostenstruktur zumindest in die richtige Richtung.
