Abstract

Der Reformbedarf im deutschen Gemeindesteuersystem bleibt groß. Vor allem die hohe Konjunktursensibilität des Steueraufkommens ist für die Kommunen ein Problem. Ein Blick nach Frankreich zeigt, wie es auch anders gehen könnte: Trotz der Finanzkrise stiegen dort die kommunalen Steuereinnahmen.
