Optimal adgangsregulering til de videregående uddannelser og elevers valg af fag i gymnasiet

Abstract

Regeringen har fremlagt et forslag til reform af gymnasiet med det sigte at styrke naturvidenskab. En gennemførelse af forslaget må imidlertid forventes at formindske andelen af elever i gymnasiet, som følger naturvidenskabelige fag. Dette vises i en simpel modelramme til analyse af elevernes valg af fag i slutningen af gymnasiet. Omfanget af obligatorisk naturvidenskab i begyndelsen af gymnasiet er af sekundær betydning for udviklingen i rekrutteringsgrundlaget til de videregående uddannelser med teknisk indhold, idet omfanget af obligatorisk naturvidenskab i gymnasiet ikke er tilstrækkeligt stort til at give grundlag for begynde på en naturvidenskabeligt uddannelse. Det afgørende er udfaldet af de valg mellem forskellige fagkombinationer, eleverne træffer i slutningen af gymnasiet. Sammensætningen af de valgmuligheder, som det besluttes at stille eleverne overfor, er derfor af væsentlig betydning for studieegnetheden for de kommende gymnasieårgange. Indledningsvis gennemføres et bevis for, hvordan adgangsreguleringen til de videregående uddannelser skal udformes for at minimere frafaldet, og det vises endvidere, hvordan optimal adgangsregulering vil ændre elevernes valg af fag i gymnasiet, så de bliver bedre til at bestå en videregående uddannelse.
