Abstract

Die Gemeinschaftsaufgabe "Verbesserung der regionalen Wirtschaftsstruktur" ist ein wichtiges Instrument der deutschen Regionalpolitik, um die regionalen Unterschiede zu vermindern. Sie identifiziert Förderregionen anhand von vier Indikatoren, die unterschiedlich stark bei der Bildung des Gesamtindikators gewichtet werden. Diese Gewichtung ist aus verschiedenen Gründen problematisch. Einerseits werden nicht zulässige Transformationen der Variablen durchgeführt. Andererseits ist die Gewichtung der Eigenindikatoren nicht sinnvoll, weil diese stark miteinander korreliert sind. Beide Probleme werden im Aufsatz erörtert. Zur Lösung des Gewichtungsproblems setzen wir die Faktorenanalyse ein, die sich als wirkungsvolles Instrument erweist, um die Korrelation zwischen den Einzelindikatoren zu beseitigen. Es zeigen sich zwar keine starken Abweichungen in den Rängen basierend auf dem Gesamtindikator, wenn die Ergebnisse der "Gemeinschaftsaufgabe" mit den eigenen Berechnungen verglichen werden. Dennoch weisen wir durch unsere Kontrollrechnungen nach, dass das vieldiskutierte Gewichtungsproblem methodisch exakt lösbar ist. Außerdem können schon geringe Rangplatzveränderungen dazu führen, dass einer Region Fördermittel gewährt werden oder nicht.
