Abstract

Gegenstand dieses Artikels ist die Berechnung einer Translog-Produktionsfunktion für Gesamtdeutschland, die mit der endogenen Wachstumstheorie theoretisch fundiert wird. Die räumlich-ökonometrische Schätzung zeigt, dass die einbezogenen Produktionsfaktoren einen signifikanten positiven Effekt auf den Output ausüben. Die Wissensspillover sind relativ schwach ausgeprägt. Insbesondere ostdeutsche Regionen weisen geringe Überschwappeffekte auf. Aufgrund einer fehlenden Internalisierung von Wissensspillovern ließe sich ein staatliches Eingreifen begründen. Die Grenzproduktivitäten von Arbeit und Humankapital streuen relativ stark, was eine weitere Flexibilisierung von Tarifverträgen nahelegt. Zudem scheint das Humankapital in einigen peripheren Regionen aufgrund des Zuzugs von Hochqualifizierten in Agglomerationsräume knapp geworden zu sein. Allensche Substitutionselastizitäten belegen, dass indirekte Effekte einer Investitionsförderung auf die Beschäftigung und von einigen Beschäftigungsmaßnahmen auf die Kapitalintensität bestehen.
