Regionaler Wirkungsgrad und räumliche Ausstrahlungseffekte der Innovationsförderung
Abstract
Angesichts des enger werdenden finanziellen Spielraums der Träger der Regionalpolitik gerät die praktizierte Strukturpolitik zunehmend unter Druck. Eine Kontrolle der Wirksamkeit der Investitionszulagen als bedeutendstem Förderinstrument ist daher von besonderer Wichtigkeit. Die traditionelle Wirkungskontrolle stellt jedoch allein auf den Effekt des Förderinstruments auf eine regionalökonomische Zielgröße wie etwa die Bruttowertschöpfung je Einwohner ab. Sie vernachlässigt die hierbei auftretenden räumlichen Verlagerungseffekte. In der vorliegenden Arbeit erörtern wir eine erweiterte Wirkungskontrolle auf der Basis eines räumlichen Modells verteilter Verzögerungen (SADL-Modell) (Lauridsen, 2002; Kosfeld und Lauridsen, 2003). Für den jüngsten Drei-Jahres-Förderzeitraum 2000-2002 zeigt sich dabei, dass der volkswirtschaftliche Nettoeffekt der Investitionsförderung aufgrund räumlicher Verlagerungseffekte gering ist. Anhand von Simulationsrechnungen lassen sich die regionalökonomischen Konsequenzen alternativer Förderstrategien transparent machen.Download Info
