Abstract

Über die Ausbreitung von Spillover-Effekten in den EU-Regionen unter dem Aspekt der Konvergenz und Divergenz sind in den letzten Jahren zahlreiche Studien erschienen. Die theoretische Fundierung von Spillover- Effekten und die Schätzung der Integrationswirkungen auf die regionale Verflechtung traten häufig in den Hintergrund. Mit einem theoretischen Zwei-Regionen-Modell wird gezeigt, welche Rolle Wissensspillovern bei der Entstehung von Agglomerationen zukommt. Speziell werden die Bedingungen aufgezeigt, unter denen Spillover-Effekte zu einer regionalen Konvergenz führen. Wie sich zeigt, ist der durch die europäische Integration bewirkte Anstieg der zwischenstaatlichen Spillover-Effekte zu schwach ausgeprägt, als dass er sich nachweisen ließe. Die in den letzten fünfzehn Jahren vollzogenen tiefergehenden Integrationsschritte (Währungsunion, Binnenmarkt etc.) sind noch nicht wirksam. Aus wachstumstheoretischer Perspektive ist nicht ausgeschlossen, dass es noch einige Jahrzehnte dauert bis zwischenstaatliche Spillover-Effekte meßbar werden.
