    Abstract

    Der demografische Wandel zwingt Deutschland zu empfindlichen Korrekturen seiner Politik auf allen Ebenen. Dies gilt auch für eine Reform der Zuwanderungspolitik mit dem Ziel, sie am tatsächlichen Bedarf auszurichten und selektiv zu gestalten. Eine gezielte Auswahl von Zuwanderern anhand plausibler Kriterien schafft mehr Wohlfahrt und leistet einen nicht zu unterschätzenden Beitrag zu mehr sozialer Gerechtigkeit. Eine selektive Zuwanderungspolitik schafft nicht zuletzt auch verbesserte Erfolgsaussichten für die gesellschaftliche Integration, die bei höher qualifizierten Zuwanderern durchweg sehr viel leichter gelingt. Das enthebt Politik, Wirtschaft und Gesellschaft nicht der Aufgabe, auch die Integration der schon in Deutschland lebenden Zuwanderer und Menschen mit Migrationshintergrund dort zu intensivieren, wo sie bislang auf Schwierigkeiten stößt. Die Versäumnisse in diesem Bereich sind, angefangen bei der frühkindlichen Bildung und dem oft defizitären Spracherwerb bis hin zu Diskriminierungen in Ausbildung und Beruf, so erheblich, dass auch viele schon in zweiter oder dritter Generation hier lebende, nur noch indirekt mit einem Migrationshintergrund berührte junge "Ausländer" noch mit gravierenden Benachteiligungen zu kämpfen haben, die potenziell ihren gesamten Lebensweg begleiten. Eine Gesellschaft im Angesicht einschneidender demografischer Veränderungen darf sich einen solch fahrlässigen Umgang mit den Potenzialen ihrer zugewanderten oder schon hier geborenen Bürger mit Migrationshintergrund nicht länger leisten. Sie braucht beides: mehr qualifizierte Zuwanderung und mehr Integration.
