Abstract

In der Studie werden Weiterbildungs- und Arbeitsbeschaffungsmaßnahmen mit Daten des unterjährigen Mikrozensus Sachsen evaluiert. Dazu wird ein zweistufiger Matchingansatz verwendet. Im ersten Schritt wird über die Teilnahmeneigung eine Vorgruppierung vorgenommen, aus der im zweiten Schritt mit einem iterativen Optimierungsalgorithmus Paare gebildet werden. Mit diesem können den Teilnehmern ähnlichere Nichtteilnehmer zugeordnet werden. Dem Heterogenitätsproblem wird mit der zusätzlichen Einbeziehung der Erwerbsvorgeschichte in den Matchingprozess begegnet. Der Effekt der Maßnahmenteilnahme wird anhand der Dauer der Arbeitslosigkeit bei Teilnahme bzw. Nichtteilnahme mit Hilfe der Cox-Proportional-Hazard-Regression bestimmt. Beide arbeitsmarktpolitischen Programme führen bei den untersuchten langzeitarbeitslosen Maßnahmeteilnehmern zu einer Verlängerung der Arbeitslosigkeitsdauer.
