As Entidades Sem Fins Lucrativos e as Políticas Públicas Federais: Tipologia e Análise de Convênios e Organizações (2003 - 2011)

Abstract

Com base na classificação inédita sobre tipos e objetivos dos convênios e no cruzamento desta com os dados do estudo Fundações Privadas e Associações Sem Fins Lucrativos no Brasil (Fasfil), do Instituto Brasileiro de Geografia e Estatística (IBGE), e de outras informações oficiais, este texto apresenta as características dos convênios e das entidades sem fins lucrativos (ESFLs) que receberam recursos para políticas financiadas pelo governo federal de 2003 a 2011. Apresenta-se também a evolução dos gastos com convênios, bem como sua distribuição de acordo com os objetivos destes, o ministério e os tipos de entidade. Os dados permitem avaliar o lugar e o espaço que as ESFLs ocuparam nas políticas públicas federais no período considerado. Apesar de o universo de entidades e convênios ser bastante diverso, há alta previsibilidade no tipo de organização e de objetivos de convênio em cada área da política e nos órgãos do governo federal. Mesmo que se possa encontrar quase todo tipo de organização e de objetivos de convênio em diversos órgãos, os ministérios têm padrões e relações dominantes com alguns tipos de ESFLs. This paper presents some features of the partnerships and the non-profit organizations (NPOs) that received funds for public policies from the federal government between 2003 and 2011. The analysis is based on a new typology created to define the types of partnerships and their objectives that were implemented via non-profits as well as the intersection of this typology with data available in Fasfil/IBGE and other databases. The evolution of spending on partnerships is demonstrated, as well as their objectives by Ministry and by non-profit organization. The data also provides a better way to evaluate the place and space NPOs fill within federal public policies during the years considered. Although NPOs and their respective areas of collaboration are quite diverse,we found a strong relationship among the types of organizations and their partnership objectives in each area of public policy and/or federal government agency.
