Legisladores, Captadores e Assistencialistas: A Representação Política no Nível Local

Abstract

Este texto descreve e analisa a representação política no nível local, com ênfase na escolha do vereador entre adotar práticas clientelistas ou universalistas. Com base em uma amostra não representativa de 112 vereadores de doze municípios de Minas Gerais, identificamos três tipos distintos de vereador: o legislador, que se dedica às funções formais da vereança; o captador, que prioriza o atendimento de pedidos coletivos dos eleitores; e o assistencialista, que prioriza o atendimento de pedidos particulares. Os resultados de um modelo de regressão Logit Multinomial do tipo do vereador sugerem que a probabilidade de um vereador adotar o assistencialismo é condicionada por fatores demográficos, socioeconômicos, políticos e culturais, corroborando várias hipóteses da literatura sobre o clientelismo político. This paper describes and analyses political representation at the local level, with emphasis on the representative`s choice between adopting clientelistic or universalistic practices. Based on a non-representative sample of 112 local representatives from twelve municipalities of Minas Gerais, we identify three distinct types of representative: the legislator, who dedicates himself to the formal functions of the mandate; the fundraiser, who gives priority to meeting voters` collective requests; and the assistencialist, who gives priority to meeting particularistic requests. The results from a Multinomial Logit regression model of the type of representative suggest that the probability of a representative engaging in assistencialism is conditioned by demographic, socioeconomic, political and cultural factors, thus corroborating several hypothesis from the literature on political clientelism.
